I am looking for a way to install ActiveTcl-8.6.13.0000-MSWin32-x64-559160e0.exe on a laptop where I have no administrator rights. Is it possible? Location would be C:\Users\username\Programs\ActiveTcl

This is more of a Windows issue than a Tcl issue, since (according to Microsoft) running an exe that needs to be installed to system directories will fail if you don’t have admin privileges. Similarly, the msi will likely fail, as well.
If you have no option to right click on the exe and select “run as admin” you may not be able to install ActiveState Tcl.
