I’m trying to install tcl under win10 on one of our company computers but I keep getting the following error message:
Could it has something to do with our proxy or firewall settings?

Not entirely.
Tcl is not compatible with the State Tool installer. You should have a downloadable installer available from the project. Use that instead.
