I have the same problem. It seems that this file is broken.

The State Tool is not able to install Tcl yet.

All download links were broken for several days, not just Tcl. The issue has been resolved.

Please review the previous message.
Tcl Projects have a special override which allows them to always show downloadable installers. Use the download. The State Tool will not work yet.

The problem is still the same. The State Tool cannot be used to install Tcl. Download the exe or msi format installer for Tcl (not the installer for the State Tool).
