I’m on Windows 10 using the Eclipse IDE and installed the Epic plugin for Perl and Active Perl from Active State. I tried installing PadWalker from the command line using ppm install PadWalker but received the following error: Downloading ActiveState Package Repository packlist…failed 500 Can’t connect to ppm4.activestate.com:443. Does this mean the Active State server is down?

PPM is no longer supported. However, you can get padwalker using our open source state tool See Can`t Find PPM (Perl Package Manager)
In addition I created a Perl 5.34 build with PadWalker which you can use if you like: ActiveState
