Do I need admin privileges to install perl/python and packages?

Due to company policies I do not have admin privileges. Will I be able to install Perl/Python runtime and all the packages?

is there a port that should be open for the CLI Tool to work?

You do not need Admin to install the StateTool (our CLI) and get / use your Python/Perl/Ruby/TCL.

And you should not need ports other than 80 & 443
