Build Error: ExtUtils-InstallPaths 0.012 for Perl 5.32.1 on Windows

The project built without problem on Feb 11th, 2022.

Today I added Spreadsheet-XLSX0.17 and the build failed.
Then I changed to Spreadsheet-XLSX0.15 and finally removed Spreadsheet-XLSX but the build
still fails.

I think the error is not caused by adding Spreadsheet-XLSX at all.

Looking for help with this package that is failing to build in my project.

In another project I’m getting a KafkaTimeoutError too:

Build failed for
libxslt 1.1.34
