Are you behind a proxy server or a firewall? That error screen comes from the Online-only installer versions, and proxy servers of firewalls prevent them from downloading additional components on demand.
If you downloaded without creating an account, you can only get the Online-only installers.
If you create an account and use your account to navigate to the Feature Projects, you can download a monolithic installer that does not need internet access during the installation.
