Windows install not working through powershell

Hello, I am trying to install ActiveState Perl so as to compile Postgres source code for an assignment.
unfortunately, when I try the PowerShell command(in admin mode) it sometimes gets to the first step and then just stops. Any help with this would be greatly appreciated.
