An external link led me to this page: Download & Install Tcl | ActiveState but when I click the Mac OS download button it doesn’t get me a download, it takes me to a place to start a new project. How do I actually just download the thing?

Unfortunately, for macOS we don’t currently have support for the 8.6 Tcl series. Older versions are available on our paid tiers.
