You’re reading some very old documentation. The ActiveState Python package manager “pypm” has been deprecated since ActivePython 2.6 and 3.2.
All versions of ActivePython after those can use “pip install” or “pip3 install” to add modules. The new Platform builds can be created with the needed modules already pre-installed.
