Installing Perl 5.36.3 on windows 11

I’m just trying to install Perl in order to install openssl in order to install ros2. I have no idea what any of this stuff really does or means so I’m lost trying to debug it. I download the ActiveState command line tool as instructed and then when I try to download my runtime, I get these errors:

This was an bug on our end - I have updated your project so it will work again.

I’ve also thrown a copy of openssl into your distribution, if you want to just use that it should work fine, if you need a different version you can switch it, or if you don’t want it you can remove it.

If you have this issue again, please let us know so we can ensure that it stays fixed.
