We have found that this kind of error is typically a network error. It usually occurs when you try to run a state tool command shortly after booting up your system. Can you try running the command a few minutes apart (after initially booting your system) and see if the error persists?
You may also find it informative to add a --verbose switch, which will provide more info about the error.
