You might have some success directly from the server with the troubleshooting tips found here:
Attempting to use State Tool directly from a Server version of Windows will be very hit and miss, because many servers are locked down too tightly to support it’s use. It’s more reliable to stage a “state deploy” on a Windows 10 or 11 desktop on the edge of your intranet, and move the folder that creates to the server than it is to deploy directly onto any version of Windows Server.

Finally managed to make it work… but downloaded the state tool instead and installed in manually… Was able to deploy perl after.
