I’ve checked your projects, which are based on Python 3.10 and 3.12:

  • It appears that your Python 3.12 project is building fine, including setuptools-legacy 62.6.0
  • I trued building numpy & matplotlib (similar to your 3.12 project) on Python 3.10 including setuptools-legacy 62.6.0, and this built successfully, as well.

Please let me know if you still have an issue and/or the configuration in which you are having an issue building setuptools-legacy 62.6.0.
