Build Error: OpenSSL 0.10 for Perl 5.26.2 on Windows

All the dependencies seem to build. OpenSSL fails. Any ideas. I have absolutely no idea where to start. Please bring back PPM, this is just overkill for my simple testing.

Looking for help with this package that is failing to build in my project.

Start from a 5.32 project instead of a 5.28 one.

The two versions use different solver systems, and if you start with one it is not changed by changing the version of Perl.
