Basic install question (step 2 state checkout )

in step 1: I installed the ActiveState command line tool. a command window opened, it did something and closed.
For step 2 , how do I run the state checkout command to install the run time files? Am I missing the path because my computer does not recognize "state checkout "

In short, I only need a run time since I run the code from a command line.

enter the command (copy paste) from the deploy instructions

I have an account and I do not create` projects. I only need to compile my code and run it locally.
Windows and “state checkout” is not a recognized command in a terminal window(CMD).

Im also , not seeing active state or anything named python as an installed app.
