I try to install perl in Window, while there is an error message

Is anyone know how to solve it?

Try deleting C:\Users\Ran\AppData\Local\ActiveState, and starting again, but this time follow the instructions provided by clicking on the Install button here: https://platform.activestate.com/ActiveState-Projects/ActiveState-Perl-5.36.0.

Note that would give you what is described as a base Perl 5.36.0 installation.
