It looks like this happens because the solver tries all possible combinations of Compress-Raw-LZMA, and can’t find any match for the Perl 5.36.1 core.
I tried pinning Compress-Raw-Lzma to a specific version, and in that case, you get a more instructive message. It reveals that the Windows build systems do not have libxz, which all of the Lzma modules need.
