Thanks for reporting! We found and fixed an error in the build process for PPIx-Utilities.

If you go back to your project and make any change (such as changing the version of the Perl Utilities bundle to “Auto”), you’ll pick up the newest data and your project should build and complete successfully.

I just tested this on a project identical to yours and it worked successfully for me, so I think it’ll work for you!
