Build Error: Parse-Keyword 0.09 for Perl 5.28.1 on Windows

Looking for help with this package that is failing to build in my project.

The problem is triggered by Net-Curl.

If you need Net-Curl, you need to run your Perl scripts on Linux.
Net-Curl does not work on Windows.
