Looking for help with this package that is failing to build in my project.

This combination will not work. Use Auto to ensure you get matching versions.

iTk 3.x requires iTcl 3.x, which is not supported on Tcl 8.6.12.
8.6.12 includes itcl 4.0.2 so you must use a “4” series itk.
