Hi, Luke,
I don’t think I need DBD-Pg. If the Perl build success without it. I can install the perl and test it.
Also How do I download the perl installation package? I need to install Perl offline on other computer.

For Perl 5.28, prepared downloadable installers are an add-on feature for Team Tier, and an included feature for Enterprise Tier. Free tier accounts only have access to the State Tool.
You can use the State Tool from the command line to install a relocatable runtime. See the command reference guide for the “state deploy” command.
