Recommended way to get MinGW and nmake on ActivePerl 5.16.0?

With ActivePerl 12.1, I was able to install the compiler automatically just by entering the CPAN shell. On 5.16.0, the automatic install is attempted but fails with:

ppm.bat install failed: Can't find any package that provides MinGW

It looks like the installation of dmake and MinGW has failed ...

This seems to be because no PPM module for MinGW has yet been built for Perl 5.16.

This regression surprises me, and I wonder if there is a good reason for it. Before I manually download and install MinGW and nmake, does anyone know of any special considerations I should be aware of that are new with Active Perl 5.16?
