I've searched some Modules lately.
For Example:

P:\>ppm search Win32::SerialPort
*** no packages matching 'Win32::SerialPort' found ***

On your Web-Site, it is linked under:

How can I install this module?

This is perl, v5.8.8 built for MSWin32-x86-multi-thread

As shown on the PPM index page, you need to call for the module as Win32-SerialPort.

Unfortunately, this doesn't work either.

This is my session:

P:\>ppm install Win32-SerialPort
ppm install failed: Can't find any package that provides Win32-SerialPort
P:\>ppm repo
? id ? pkgs ? name ?
? 1 ? 11416 ? ActiveState Package Repository ?
P:\>ppm repo desc 1
Id: 1
Name: ActiveState Package Repository

ppm search Win32*
I get somewhat like that around Serial:
106: Win32-Script 0.58
107: Win32-SearchPath 0.03
108: Win32-Security 0.50
109: Win32-Security-EFS 0.11
110: Win32-Service 0.06
111: Win32-SharedFileOpen 3.39
112: Win32-Shortcut 0.07

I found this post when I had a similar problem using 5.10 then realized I was using the 64bit version of activestate perl which did not have a supported version of serialport on activestate's repository. Then I found that did..

ppm install
ppm install

replace ppm64 with ppm if using the 32 bit version of activestate perl ("perl -v" x64=64bit x86=32bit)
