Unable to find target in ppm, so unable to install packages

Hi,
I am trying to install active perl 5.8.3 on Windows 2008 server and I am able to successfully install. But when I got to pmm to install additional packages I am unable to . When I try to describe the target I get the below error

ppm> target
Targets:
* 1. ActivePerl 5.8.3.809
2. TEMP
ppm> target describe 1
The system cannot find the path specified.
Error: connect: Unknown error

I have the same install on Windows 2003 server and it is working fine.

Please can you suggest as to what would be the issue

unless you have a Business Edition license.

If you have Business Edition, contact support@activestate.com

Note - Build 809 is old. It has *never* been fully tested against Windows 2008.
