HTTP::Proxy not in PPM, manual install fails.

This is perl, v5.10.1 built for MSWin32-x86-multi-thread

Note: there is no HTTP::Proxy in PPM for some reason, trying manually.

In the make tests, the module claims to work with Windows under certain conditions, but the reported results are not encouraging:
