Secure Shell Problem

I installed ActiveTcl Community Edition all versions, but I am still getting the same error.
I can not SSH .Did I disable something ? or should I enable to use SSH command ?

% ssh
invalid command name "ssh"
% ssh default@10.3.130.91

ssh is an external command that would be provided by another program (such as plink or openssh). It is not part of ActiveTcl, though ActiveTcl does have an openssl binding with 'tls' available in the teapot.

I downloaded plink and I am able to use Secure Shell via Plink, but the problem is when I use Cygwin, I only write down ssh username@IP, I can use it directly.

On TCL, i need to go to plink.exe folder than write
plink -ssh username@IP after this it connects. Is there anyway to activate plink on TCL so I do not need to go to plink.exe folder and call plink first then ssh ?

% ssh default@10.6.140.91

% plink -ssh default@10.3.200.116

I did not have libraries that was the problem.

I need install "Expect" by using "teacup install expect" but still i have another problem.When I start installing it gives me this error.

% teacup install expect
Resolving expect ... Not found in the archives.

Do you possibly mean any of
