Trying to run perlapp.exe from a cgi script

We are trying to automate the build process of some of our perl executables and have setup a cgi server that processes requests, generates an executable and returns it to the installer. When I attempt to run perlapp from this cgi script, the perlapp executable starts and never returns. I have verified that the perlapp command generates the executable correctly when I run it from a cmd shell. I assume that, since the Apache web server runs as the system account, the issue has to do with either the environment or license. In either case, I would expect perlapp to return with an error and not hang (I killed the process after waiting 14 minutes). Any assistance you could provide to troubleshoot this issue would be greatly appreciated.
