When attempting to add packages to Perl, which I installed for an instance Bugzilla,

Downloading DBD-mysql-4.029...failed 500 write failed: Bad file descriptor
ppm install failed: 500 write failed: Bad file descriptor

I cannot find any other posts about this. Any idea to fix it?

We have had some transient network issues recently that might explain this message.

Please flush your cache, and try again. If you still get the error, include the Perl version number and the bitness on your next report.

It was a problem caused by the firewall ... logical thing and actually easy to solve but you need to figure it out and there are no other posts referring on that kind of problem. So now for the people heading this problem next:

check your firewall / router config

Peace over and out
