Missing DLL during win 7 install

I'd like install activeperl, I keep getting this message:

Would be help id the error said what file is missing

Generic Microsoft error messages are not very helpful, but your Windows event logs may contain more details.

Consider running the System File checker tool

If that doesn't help, you may need to re-install the Windows Software Installer:

This same error happened to me during trying to install the ActivePerl-5.20.2.2001-MSWin32-x64-298913.msi package.

The option to right click and run as an Administartor was not there, unblocking and taking ownership of the installer did not change this.
Also, right clicking the msi package, going to properties, clicking the compatibility tab showed that the "run as an administrator" option was grayed out.

I installed it successfully by running the installer from the command prompt as an administrator. (see attached Image) http://i.imgur.com/Y8WNBvg.png
