Why is the MinGW64 module missing?

I am evaluating update from Perl 5.16.3 to Perl 5.18.2. Under Perl 5.16.3, I am able to use ppm to install MinGW64. Under Perl 5.18.2, I cannot. When I go to the ppm index site to search for the status of the module, the search says it is missing. http://code.activestate.com/ppm/MinGW64/

1. Why can't I see the status of the module MinGW64?
2. What is the true status of the module MinGW64?

Most modules have their resources built automatically by the PPM build farm. Both MinGW and MinGW64 are not really Perl modules. They have to be hand-built. That has been done for MinGW, and has been done for MinGW64 for 5.16. For 5.18, there are still many modules which require manual intervention that have not been built yet. With work on 5.20 in an advanced stage, there is unlikely to be time for any further hand builds until some time after the impending 5.20 release.

It does appear that the manual updates for MinGW64 have missed including the data needed for the PPM Index page.

Since you are in the evaluation stage, I would suggest holding off until ActivePerl 5.20.0 is available. The 5.18 releases introduced new compilers on some platforms, and there were some related issues that are expected to be resolved with 5.20.

The page for MinGW64 is now working but MINGW64 not working for Perl 5.18.2.
Is it possible to know when Perl 5.18 will work with MinGW64 for Windows people on Win 8.1 64 bits ?

I have ActivePerl 5.18.2 and Win8.1 64-bits.
