RESOLVED SITE ISSUE (was "getting HTTP 503 Status code")

Trying to install Window Expect by running teacup install Expect command for Win7 and getting the following:

... Not found in the archives.

No firewall is involved and not using any proxy either

Found a similar entry dated back to 2011 not sure if it is relevant or not.

We're apparently loosing at least one disk drive on the community site cluster. PPM, PyPM, and TEApot are all affected to varying degrees.
