test_ctypes.py fails with ActivePython

I'm installing ActivePython on Windows XP Pro (SP2). After the install, I was running Lib\test\testall.py . . . and a couple of the tests fail. With one exception, they complete successfully if I run the tests individually. However, test_ctypes.py always fails:

and cdll doesn't exist as a module that I can find . . . .

Is this a known bug?
