The tutorial near the bottom of the page:
set a 100.00
puts "Washington is not on the $a bill" ;# This is not what you want
Tclsh85:
% set a 100.00
100.00
% puts "Washington is not on the $a bill"
Washington is not on the 100.00 bill
%
I don't know about want, but it is what I expected.

As is shown by the rest of the examples, the '$' is wanted in the statement.
