error on installing PDK-Pro-7.3.0.287519

OS: Windows XP Pro

I am getting the following error on installing PDK-Pro-7.3.0.

Error writing to file: Perl58RT73.dll. Verify that you have access to that directory.

Where should Perl58RT73.dll normally reside? I'm installing it into the default location.
