Perl cannot manipulate files

ActivePerl cannot manipulate files that have characters in their names that are not part of the currently selected non-Unicode locale (e.g. English Windows and files with Japanese names). This could be cured by using wide versions of Win32 API functions like FindFirstFileW etc.

Can you please report this as a bug to our bugzilla:

This will ensure this issue gets tracked, and that the Perl team reviews it prior to the next release of ActivePerl.
