 <description>&lt;p&gt;well I have Active perl on Vista, and when I run a perl script, I simply cd to the directory where the script is located and and type the script name and it runs, or type perl scriptname. The thing I have discovered about Vista is that it won&#039;t execute the script if it doesnt have an extension, so if the script is just named X I rename it X.pl and Windows recognizes it. Your active perl should be installed system wide if you included path variables at installation. To check and see, you can type perl -v in command prompt and see if if outputs the version. If it tells you its not a recognized command then you need to check your path variables. To do this simply right click on My Computer and select properties, advanced, environment variables and ensure C:\Perl\bin is set as your path, (or where ever you installed it, although the root drive is recommended). As far as editors go you can view perl scripts in notepad.exe, but I suggest getting GetDiz. It will open any type of file including .nfo and .diz files. It is a very good editor :)&lt;br /&gt;

&lt;p&gt;Perhaps they are necessary as well. The vcredist_x86.exe that you installed is meant to install all of these (in addition to a couple other packages labelled &quot;ATL&quot; and &quot;OpenMP&quot;).&lt;/p&gt;
&lt;p&gt;Possibly there is a problem with a conflict on the one user account on which you install ActivePython that is using the &quot;MFC&quot; package from the ActivePython installer, but some of the other packages (like the &quot;MFCLOC&quot;) from the vcredict_x86.exe. That is a stretch, however. I don&#039;t have much reason to believe that.&lt;/p&gt;

&lt;p&gt;I scoured the system for other copies of the DLL.  Also validated which DLL was being used by renaming the winsxs one, causes a failed to initialize error.  This happens for both user accounts.  The path is the same for both accounts as well. &lt;/p&gt;
&lt;p&gt;I also killed all services/processes that I could to try and eliminate potential conflicts.  &lt;/p&gt;
&lt;p&gt;Still hunting for the difference between the users.&lt;/p&gt;
